Freedom of Information Act

The Illinois Freedom of Information Act, or Illinois FOIA, is a series of laws designed to guarantee that the public has access to public records of government bodies at all levels in Illinois. The law was first enacted in 1984. The latest law was enacted in August 2009, and will go into effect on January 1, 2010. The Illinois FOIA is based on an assertion in the statute that access to "full and complete information regarding the affairs of government" is "necessary to enable the people to fulfill their duties of discussing public issues fully and freely, making informed political judgments and monitoring government to ensure that it is being conducted in the public interest."

Administrative Services

The Office of Administrative Services is headed by the County Administrator who oversees the activities and staff for the departments of Technology, Facilities Management, Planning, Building & Zoning and Animal Control. The department provides support and coordinates the budget process, special projects, construction projects, policy analysis, legislative activities, economic development, Revolving Loan Fund management, risk management, worker’s compensation, human resource/benefit support, labor negotiations, intergovernmental/media/citizen relations, liquor license issuance and Freedom of Information requests.

Chief Assessing Officer

The Assessor’s Office supervised the township assessors in making uniform assessments to taxable real estate, serves as Clerk of the County Board of Review when in session and as Chairperson of the Farmland Assessment Review Committee.

Coroner

The Coroner’s Office is responsible for determining the manner and cause of death.  The responsibility of this office is to make sure that proper investigation is done into each case of death that occurs in the county.  An investigation may include an autopsy, toxicology, x-rays or other specific tests..

County Clerk/Recorder

This office files marriage licenses, birth & death certificates, tax extensions and business licenses.  It also maintains the County Board minutes, ordinances and resolutions.  It records all land transaction documents including liens, mortgages and deeds.

Health Department

The Health Department handles the following:  Admissions/Service Coordination – Human Services Units; Communicable Disease Surveillance; Community Services Block Grant & Poverty Programs; DUI Services; Emergency Planning & Preparedness; Emergency Service Program; Food Protection Program; Illinois Home Weatherization Assistance Program; Illinois Tobacco Free Communities/Tobacco Cessation Programs; Immunizations – Child, Adult & Travel; Low Income Energy Assistance Program; Maternal Child Health Services; Mental Health Counseling – individual & group; Nuisance Complaint; Outreach Case Management; Parent Education; Paternity Testing; Potable Water Supply Program; Private Sewage Disposal Program; Psychiatric/Psychotropic medication monitoring; Psychological Testing; Radon Awareness; solid Waste Program; Substance Abuse Programs – adolescent & adult; Tanning Facilities Inspection Program; Tattoo & Body Piercing Facilities Inspection Program; Transitions (Senior & Caregiver Programs) Tuberculosis Program; WIC (Women, Infant & Children Supplemental Nutrition Program)

Highway

Kendall County Highway Department maintains highways and bridges on the County Highway System, including roadways, drainage systems, signs, traffic signals and other highway-related appurtenances.

KenCom

KenCom provides 9-1-1 emergency dispatch services to the citizens and emergency service providers of Kendall County.

Planning, Building & Zoning

The PBZ Office administers and enforces county codes and ordinances regulating construction of new buildings, subdivisions, flood plain management, stormwater management, soil erosion control and the development of land in general. PBZ also review plans, conducts inspections and issues permits for all new construction under the county’s jurisdiction, assigns addresses for all unincorporated properties, administers and maintains records concerning mobile home permits, administers land cash ordinances for school and Forest Preserve/Park donations and maintains files and data related to permits, zoning and subdivision petitions, hearings and general statistical information.

Public Defender

The Public Defender Office gives legal representation to indigent and criminally chard adults and juveniles in the county and represents the abused and dependent minors of this county.

Sheriff’s Office

The Sheriff is an elected official commissioned by the Governor of the State of Illinois.  The three divisions of the Sheriff’s Office are:  the Criminal Division, the Corrections Division and the Administrative Division.

State’s Attorney Office

The State’s Attorney Office is commissioned by the Governor of the State of Illinois to provide comprehensive legal representation of Kendall County in all matters and adequately prepare to represent Kendall County in developmental and planning matters as are necessary.

Treasurer’s Office

The County Treasurer receives and safely keeps the revenue and public monies of the county and pays out the same pursuant to law.

Veterans Assistance Commission

The service officers in this department assist veterans in applying for Veterans benefits and medical transportation.
